Provision of Urban Amenities in Rural Areas (PURA) a visionary proposal put forward by the former President of India and the renowned scientist, Dr. A.P.J. Abdul Kalam, to bring about an integrated development in rural areas is yet another project of INKEL. It is in the process of implementing the PURA schemes at Thalikulam in Thrissur district and Tirurangadi in Malappuram. The creation of necessary infrastructure in rural areas within the frame work of the Public Private Participation using both public capital and private funds and leveraging upon the private sector expertise to manage and maintain it, forms the essence of PURA schemes.
 

The main objectives are provision of livelihood opportunities and urban amenities in rural areas to reduce the rural – urban divide. Employment generation in rural areas is a major objective.
